Key appointments and promotions in Latin American business and technology.

Flavio Dario Espinal, who recently completed his tenure as ambassador of the Dominican Republic to the United States, has joined the Dominican office of U.S. law firm Squire, Sanders & Dempsey. As ambassador to the United States, he was instrumental in implementing DR-CAFTA. Espinal, who also has served as Dominican permanent representative of to the Organization of American States (OAS), was recently appointed by Dominican Republic President Leonel Fernández to a commission overseeing major reform of the Dominican Republic's constitution. He obtained his Ph.D. in 1996 from the University of Virginia, where he was a Fulbright scholar; his M.A. in 1985 from University of Essex, United Kingdom, and his law degree, summa cum laude, in 1980 from the Pontificia Universidad Católica Madre y Maestra.
Jorge Padres has been named to head Latin America operations for Zscaler. He previously has worked for companies such as ArrowPoint, IronPort and Cisco Systems.
Mexico's former transport secretary Luis Tellez, who resigned amid controversy on March 3, has been nominated to chairman of the Bolsa Mexicana de Valores SAB, the operator of Latin America's second-largest stock exchange.
Diana Carrizosa has been appointed director of licensing for Latin America for Discovery. She joined the company in 2007 as licensing manager and has also served as senior category manager for Disney Consumer Products Latin America.
Jose Lorente, president of Owens-Illinois’ Latin American region, has been named president of the company’s Europe division. Prior to assuming the role of president of O-I Latin America in 2006, Lorente held various positions with the firm, including vice president of sales and marketing for Venezuela and general manager of O-I Brazil.
Anderson Teixeira, the Brazilian native who once headed Sony Ericsson's Latin America division, has been named president of the United States and North America division. After leaving the Latin America division, he headed up the wireless company's Western Europe division.
