Brazil is the favored site in Latin America for foreign investment , but it's not the country with the best business climate. A new index released Tuesday ranks Chile at the top, with Panama right behind, followed by Peru, Uruguay and the Dominican Republic.

The 2008 Latin Business Index from Miami-based Latin Business Chronicle looks at five categories and 27 subcategories to measure the recent, current and future business environment in a country. The indicators for 19 nations include economic growth, inflation, taxes, access to capital, tariffs, education, security, technology, political outlook, corruption and other measures. Brazil ranked ninth on the index, after Colombia. The worst place for business in Latin America: Venezuela, even behind Haiti.
